The project is located in a low-income census tract with over 32% of the residents living below the poverty line. HDDC is a mission-based sponsor, with a mission to preserve affordable housing in the area. It intends to designate a number of for-sale and for-rent units with affordability at both 60% and 80% of AMI.
The Sweet Auburn Historic District plays a significant role in the tourism industry of the surrounding community. Assisting a major contributor of the area will stimulate the economy by way of traffic and small business assistance. Additionally, re-tenanting the renovated property will help reverse the exodus of small businesses that has plagued the area in recent years.
A pillar of HDDC’s mission is the provision of affordable retail spaces, retention of black owned businesses, and the retention of historic store fronts. This is to further the non-displacement of businesses and equitable development within Old Fourth Ward.
The project received Eastside TAD grant funding from Invest Atlanta’s Ascension Fund. The Ascension Fund focuses on investments along the Atlanta Streetcar or MARTA routes in the neighborhoods of Sweet Auburn, Old Fourth Ward, North Grant Park, and South Downtown. The Ascension Fund also supports the redevelopment of historic buildings development of new retail properties. By accepting grant funding through the Ascension Fund, developers must agree to restrict rents on 20% of the multifamily units at 80% AMI (or 15% at 60% AMI) and to restrict sales prices on 20% of the for-sale multifamily units at 120% AMI.
The site is also located in an Atlanta Urban Enterprise Zone. The purpose of the City of Atlanta Urban Enterprise Zone (UEZ) Program is to encourage private development and redevelopment in areas of the City or on sites which are otherwise unlikely to be developed. An “Urban Enterprise Zone” is a designated district that is located within an economically depressed area of the City where property owners receive tax abatements over a ten-year period if certain conditions are met.

Impacts
The Sweet Auburn area offers a significant amount of historic impact, playing a prominent role in African American entrepreneurism and advancement.
Several of the buildings to be renovated for the Project are historic and offer significance to the Sweet Auburn area. Renovating these properties is expected to help revitalize and stabilize the Sweet Auburn neighborhood.

Impacts
As a condition of accepting grant funding through the Ascension Fund, the project will be registered for a green-building certification.
