The developer of The Life at Park View Apartments improved the living conditions of LMI renters while simultaneously keeping rents affordable for people earning below 60% AMI, in accordance with the LURA.  Roof repairs, landscaping and other structural improvements decreased exposure to natural elements and improved the quality of the physical environment and sanitation. Smart security systems and smart thermostats improved the safety and regulated environment of the housing. This provided a quality living option for residents of the surrounding area and incentive for continued residency. Olive Tree has a compliance officer on staff to ensure income verification and administration to comply with LURA requirements. The Life at Park View Apartments continues to provide a livable option for LMI individuals ensuring that residents will not be displaced which ultimately results in job retention, of which a significant portion are blue-collar. Upon exit, the LURA was extended by 15 years via a public-private partnership, ensuring long-term affordability.  The redevelopment of The Life at Park View created eight full-time jobs, with an aggregate payroll of $461,618 annually. This generates an annual average income of $57,702, almost double the 2017 estimated tract median family income of $31,660.

Establishment of smart home solutions such as smart security and smart thermostats reduces consumption of electricity. Modern washer/dryer units available to renters are more water efficient. Improved structural composition such as roof improvements make the housing facility safer in a hurricane-prone region that faced damages from Hurricane Harvey in 2017. Improved roofs and infrastructure increase insulation, reducing dependency and thus utilization of air conditioning or central heating systems.
